Retaining walls for Santee
Serving Santee
The San Diego River runs through the middle of Santee, with flatter ground along the riverbed and hills climbing toward Mission Trails Regional Park to the west and the Carlton Hills neighborhoods to the north. Lots in those hills often end at a cut slope behind the back fence, and plenty of the newer tracts have an HOA with rules about wall materials.
Local homes and lots
Mostly tract homes on graded pads, often with a slope behind, plus newer HOA communities and several mobile home parks.
Problems we solve
- A cut slope at the back fence that keeps raveling
- Water from an uphill neighbor running under the fence
- HOA approval holding up the project

Santee retaining wall questions
Do I need a permit for a retaining wall in Santee?
Santee requires a retaining wall permit, issued through Development Services under the grading ordinance, for any wall 3 feet or taller from the top of the footing, any wall within 5 feet of a property line, and walls in the hillside overlay district or a mapped geologic hazard zone. When none of those apply, the Building Division still requires a building permit for a wall holding back sloped ground or carrying a surcharge, such as a 3-foot wall within 3 feet of a house or driveway.
My Santee yard backs onto open space. Does that change anything?
It can. Slopes coming down from open space carry more runoff in a storm, so the drain behind the wall has to be sized for it and the outlet can't dump water on the next lot. The wall also has to stay on your side of the property line, since work that reaches into open space or an easement needs approval from whoever owns it.
How much does a retaining wall cost in Santee?
It depends on the wall's height, length, material and drainage, and on how easy it is to get equipment and materials to the spot. Elite Retaining Walls prices walls the same way in Santee as anywhere else in San Diego County; only permit fees change from city to city. You get a written estimate after a site visit.
